Local Community Trust Debt Fund Backs H1 Roggeveld Equity Transaction with Third Way Co-Investment

The Local Community Trust Debt Fund (the Fund), managed by Infra Impact Investment Managers (IIIM), has partnered with H1 Holdings (H1) to conclude an equity funding transaction with H1 Roggeveld Wind (H1 Roggeveld), through which H1 holds its interest in the Roggeveld Wind Farm. Third Way Investment Partners (Third Way), an investor in the Fund, co-invested alongside the Fund in the transaction, which closed on 4 September 2026.

The transaction provides H1 Roggeveld with a long-dated equity funding solution for its investment in the Roggeveld Wind Farm. This broadens the Fund’s investment portfolio beyond refinancing Community Investment Vehicles (CIVs) to include Black-owned equity investors participating in South Africa’s Renewable Energy Independent Power Producer Procurement Programme (REIPPPP). The transaction aligns with the Fund’s mandate to support B-BBEE participants.

The investment builds on the Fund’s track record of refinancing legacy REIPPPP debt on more sustainable terms, following its earlier refinancing of community trust debt in the Northern Cape. It reflects the Fund’s broader mission to unlock capital tied up in high-cost legacy financing structures, helping ensure the benefits of South Africa’s REIPPPP reach Black-owned businesses and local communities sooner.

The Roggeveld Wind Farm is situated on the border of the Northern and Western Cape. Since coming into commercial operation in February 2022, it has supplied clean electricity to the national grid under a long-term power purchase agreement with Eskom. With an installed capacity of 147 MW, the project was designed to meet the electricity needs of approximately 49,200 households. In 2025 alone, the Roggeveld Wind Farm avoided approximately 517,445 tonnes of CO2 equivalent emissions, within an expected annual range of 500,000 to 550,000 tonnes.

The Roggeveld Wind Farm brings together technical and financial partners alongside Black-owned and community shareholders, including a dedicated community trust, underscoring the REIPPPP programme’s transformation objectives.
